While in France I saw this spiral staircase with the steps removed to about the head height of a person…

1. Are they trying to stop someone coming up and trespassing?
2. Did someone try to trap the residents inside by stealing the steps?
3. Was someone a little bit too heavy and all the steps snapped in half as they ascended?
